Writes an UDINT to an IServiceWriter instance.

InOut:

Return	UtilsWriteUDINT	UDINT	0 if the processing was successful.
Input	itfServiceWriter	IServiceWriter	The IServiceWriter instance, where the data has to be written to
	uiTag	UINT	The tag used for identifying the data
	udiValue	UDINT	The UDINT value, that has to be written
	xHasToSwap	BOOL	Flag, indicating, whether the bytes of the UDINT value have to be swapped
