METHOD ChangeUser4 : BOOL

Changes on a user database. The edit type can be: VUM_MODIFY, VUM_ADD, VUM_REMOVE AND VUM_INSERT For runtime-based usermanagement VUM_ADD and VUM_INSERT do the same.
