ConvertSystimedateToUTC (FUN)

FUNCTION ConvertSystimedateToUTC : LWORD

returns the UTC time: UTC time in seconds since 1.1.1970 00:00:00 there will be no overflow. In case of possible overflow, the year is changed. units smaller than milliseconds are ignored right now.
