Get the ID of an OID in dottet notation.

Return	RtsOIDGetID	RTS_IEC_RESULT	Result of the operation
Input	oid	POINTER TO RtsOID	OID to print.
	pBuffer	POINTER TO RtsByteString	Buffer where to store the ID.
